Robert Fares

Biography

Robert Fares is an Energy Industry Analyst at the Federal Energy Regulatory Commission, where he serves in the Division of Electric Power Regulation – East.  Robert analyzes proposed rule changes from independent system operators (ISOs) and regional transmission organizations (RTOs) in the eastern United States, including ISO New England, PJM Interconnection, and the New York ISO, and advises the Commission on whether those filings comply with the statutory requirement that they be just, reasonable, and not unduly discriminatory or preferential.  Robert advises on a number of major electricity policy issues including capacity, energy, and ancillary services market designs, generator interconnection policy, transmission planning, and transmission cost allocation.

Prior to joining the Federal Energy Regulatory Commission, Robert served as an American Association for the Advancement of Science (AAAS) Science and Technology Policy Fellow at the U.S. Department of Energy.  Robert holds a Ph.D. and M.S. in Mechanical Engineering from the University of Texas at Austin and a B.S. in Mechanical Engineering from Washington University in St. Louis.
