Biography

Dagmara Koska deputizes for the Head of Global Issues and Innovation Section comprising climate, energy, environment, maritime affairs, transport, research & innovation and health policies. She oversees climate and energy policies for the EU Delegation and manages relations between the European Commission and the European External Action Service with the U.S. Administration, the U.S. Congress, the U.S. States and municipalities, non-governmental organisations, academia and U.S. industry. Her work also involves running projects aimed at deepening the transatlantic ties, such as expert exchanges, conferences and digital advocacy campaigns. Dagmara has been a guest lecturer at a number of renowned U.S. universities, for example Minda de Gunzburg Center for European Studies at Harvard University, the Elliott School of International Affairs, George Washington University, the Georgia Institute of Technology Georgia Tech, the Center on Global Energy Policy, Columbia University.
From 2014 to 2018, Dagmara Koska worked as Member of Cabinet of the Vice-President of the European Commission, Maroš Šefčovič (Energy Union), where she was responsible for the EU climate and energy regulatory framework for the post 2020 period, renewables and energy efficiency policies, energy infrastructure, EU Member States regional cooperation and competition and consumer policies. Prior to that role, Dagmara worked as Member of Cabinet of the Commissioner for Energy, Mr. Günther Oettinger, advising him on energy efficiency policies, Carbon Capture and Storage, Nuclear Safeguards and competition law.
Dagmara is a German lawyer specialising in the German and International Competition and Energy Law (Second State Exam in Law with honours at the Higher Regional Court of Düsseldorf, Germany) and holds a Doctorate in the European Antitrust Law from Rheinische Friedrich-Wilhelms-Universität in Bonn, Germany. Dagmara has several years of experience in the application of EU merger, antitrust, state aid and energy policy working in the EU Commission’s Directorates General for Competition and for Energy. She taught European Competition Law for the University of Warsaw German Law School.
Before joining the European Commission in 2008, Dagmara worked in law firms Cleary Gottlieb Steen & Hamilton LLP in Cologne and Redeker Sellner Dahs in Bonn, Germany, advising clients on German and International competition and corporate law.
