Charles Bayless is the Vice President, Senior Regulatory Counsel at the North Carolina Electric Membership Corporation (“NCEMC”). Mr. Bayless has extensive experience and has served as counsel in numerous proceedings before the Federal Energy Regulatory Commission and various other state and federal regulatory agencies. Mr. Bayless works on a number of renewable matters for NCEMC including PURPA, transmission and interconnection issues, as well as FERC Orders 888, 890 and 1000. He also leads NCEMC’s involvement in PJM, dealing with matters such as price formation, resource adequately, and wholesale market rules. Finally, Mr. Bayless is involved in the negotiation, modification and operation of all of NCEMC’s wholesale contracts.
Prior to joining NCEMC Mr. Bayless was Counsel at American Electric Power. Mr. Bayless also served as an Officer in the United States Air Force where he was the executive officer of his squadron and the contract manager for two satellite communication systems.
Mr. Bayless received J.D. from West Virginia University, his M.B.A for the University of Arizona, his M.S. in Operations Management from the University of Arkansas, and his B.A. from the Virginia Military Institute. He is a member of the Ohio State Bar. He is also a member of the Energy Bar Association and the Electric Cooperative Bar Association.
