Biography
Will Morgan is a government relations attorney and a member of Manning Fulton’s government relations practice with extensive experience representing clients at the state and federal level. He advocates on behalf of companies, trade associations, and non-profits before the North Carolina General Assembly and the United States Congress, as well as state and federal agencies. Morgan also represents property owners and developers in various real estate matters. Morgan currently represents a broad range of clients that include Fortune 500 companies, national trade associations, non-profits and small businesses. He has experience with a wide range of topics including agriculture, education, energy, environment, healthcare, insurance, pharmaceutical and transportation issues. Morgan has expertise in the appropriations process, having helped a number of clients secure state appropriations.
In addition to representing clients at the General Assembly, Morgan assists clients with various administrative law matters, including permitting and rulemaking. He also represents property owners and developers in various real estate matters.
Prior to joining Manning Fulton, Morgan worked as the director of government relations for the North Carolina Chapter of The Nature Conservancy, where he represented the organization before the North Carolina General Assembly and the United States Congress.
Morgan earned a J.D. from the Wake Forest University School of Law where he served on the moot court board and was the president of the Environmental Law Society. He received a B.A. in political science and environmental studies from the University of North Carolina at Chapel Hill. Morgan’s community engagement includes:
